Why the seller pays the buyer

Georgia property taxes are billed in arrears — the bill that arrives in the autumn covers the year that is nearly over. So when a property sells in June, the seller has had the benefit of the property for roughly half a year for which no tax has yet been paid.

At closing the seller therefore credits the buyer for their portion, and the buyer pays the full bill when it arrives. If the bill for the current year has already been paid, the proration runs the other way and the buyer reimburses the seller.

If the current year's bill has not been issued yet — common on closings in the first half of the year — the proration is based on the prior year's tax. Where the property was reassessed after a sale, that estimate can be meaningfully off, and the contract usually says whether the parties re-prorate once the actual bill arrives.
